It was hilariously terrible even for Hollywood. At least the city shot was really Manila, albeit a really nice shot of Manila.

I was wondering about that, too. All I saw were black people. Even the front desk clerk was black.

That wasn't Manilla. It's still America. That's why the absence of Philipinos. Moreover there's no mention of Philipines in the filming locations. Even I wondered as to, since when did Manilla start looking like an American state.
