Was the cop involved in the killings?
The ending kind of made it feel like the cop was involved. Those girls were tortured in the most gruesome ways. Why else would they make sure to tell us the cop used to be an expert in torturing people, right before the movie ends.

Any thoughts?

They tell us that because it sheds light on the character's relationship with the case, but more importantly the relationship between the case and the politics at the time. Notice how when the case is solved the strikes are won - Juan has killed his former self and the ghost of Franco has been exorcised from the town...except it hasn't because Juan was still a torturer and fascist corruption still runs the town. Ultimately it's about the illusion of the democratisation of Spain. Remember the refrain which runs throughout; "this is a democracy now, this is a democracy now...". Except we're constantly being shown that it's not.
