No she decided not too. This is answered in the next scene when Paul wants to have sex with her.

shareI think she DID sleep with one of them. I've always taken it that she didn't explain the rules to him/them, or if she even tried, they didn't believe her so IT found him, dispatched him, and then resumed stalking her.
We saw her just entering the water, when we next see her driving home, her cast is soaked, her hair is all wet, and she's crying. And if you look for symbolism, note the backyard pool which she is frequently in is now broken and empty. One of the themes of the movie is the passage from childhood to adulthood and the pool (where we first see her) represented part of her childhood. She tries to return to it after her traumatic sexual experience where she became the target of IT (remember when she flees her house on a bicycle, rides to a park and sits on a swing set) and for a time there is the struggle between being thrust from childhood into the adult world and wanting to go back. Earlier in the movie she had resisted the idea of simply passing on the curse, but after seeing what happened to Greg she is desperate and does so (with the men on the lake). At that point she's completely abandoned innocence.
That's how I took that part, anyway. But since we don't see her have sex with one of the men, its open to interpretation. Either way (she didn't have sex, or she did and it then killed that guy), IT resumed following her.

I don't think she would have passed the curse on to all three of the boaters, though. The curse would have just passed on to the first one of them she had sex with. I thought the movie made clear the curse moved from one to the next, one at a time, even though it never totally leaves a person. It can return if the person they passed it to is killed by the follower.
She might have been so desperate to pass it on at that moment, though, that she didn't care if there were three men on the boat. Can't rule that out.
No, I think she had sex with likely one of them. Wouldn't have accomplished anything from her perspective to have sex with all of them. We don't have a strict rulebook, but it seems once she passes it to boater A, she has nothing to pass on to boater B. It's only when boater A is dispatched by "it" because boater A doesn't know the rules or doesn't believe this crazy chick he just had sex with (I doubt she would have taken the time to explain it to him), that the curse returns to Jay.
As you say, maybe she took the "in for a penny, in for a pound" approach and had sex with all of them. Doesn't really matter, I guess. But I do think the way the movie shows her after the lake and her actions suggest she thinks she may have accomplished something in diverting the stalking "it" at least for a time. If she didn't have sex with any of them, she'd have still seemed more panicked because she would know it was coming straight for her.
