Why is this not mentioned as an option?

I don't get why they always bend to her like that especially given how they were before Carter even came back. It's like they give her whatever she wants for some reasonm

I think it's out of fear she'll walk out of their life forever. They don't want to miss out on having her in their lives. They've missed out on so much already. 

Carter might not even want it, since she's actually bonding with them and grown to love them. Why would she want to walk out on that?

Who says she has to move out? She'd just be getting her parents off of the hot seat. Adult children live with their parents all the time, so Carter wouldn't have to move out, she'd just be independent.

I thought legally kids can drop out after 17 without the parents getting any heat? I'm not sure about this but I thought that's how it was.

I'm not really sure either. I just thought getting her GED might help get the parents off her back, plus help out when legally applying for a job. 
