I thought the same thing for part of the movie, and the other half thinking she had one horrible mom.

It didn't go into it be ause it had another focus altogether. It focused on Mini's point of view regarding her sexual awakening and those feelings had nothing to do with using or not using condoms. Movie's don't show every little detail of a given experience they tend to only include the highlights of the experience according to a particular point of view or theme.

Actually, it may have been. She was totally messed up and had no business trying to raise a child at that point in her life. Not saying she couldn't but that certainly was far from an optimal child rearing situation with her immature mother and her young age and irresponsibility. Who would help her support the child? Monroe?? Her absentee father? Sure, her sister looked well-adjusted enough but who knows for sure. We only see a small slice of that character and have no idea of the emotional scarring she endured with such a dysfunctional family.
