The first time I saw this I thought the mother was just zoned out but watching the second time she seems more aware and maybe it is just bad acting (I don't really get the Kristen Wiig thing, she seems always the same) but the mom seems to not care about anyone but herself and since it is based on a true story I wonder if the mom honestly did not care this was happening.

Yes her mum is not a great mother by any stretch of the imagination and is selfish, especially in the middle of the film, but I think it is clear she loves her daughters and does care for them which is shown by the end of the movie (when she spends days looking for her daughter and was genuinely happy when she came back despite the fact that she slept with her boyfriend. A bad mother would have thrown her daughter out after finding out that they were sleeping with their boyfriend). The mum definitely suspected some things, but I don't think she realised the extent. I think your judgement might be clouded by your dislike of Kristen Wiig, as I thought she performed very well in this role which was very different from her usual comedy gigs.
