Why not this plot instead?
An American family is attacked while on vacation by cartel associates and find little help from American law enforcement as the area had been unofficially 'ceded' to Mexican cartels. Could also have a message in the beginning that it is inspired by real events:

This film was made in 2015, yet is now hitting theaters across my area... weeks away from elections. I have never seen a relatively small foreign film get such screen exposure outside of boutique theaters that cater to independent and foreign films. Yet, those reasons, and the timing, appear to be obvious.
