The guy’s supposed to be French (because Tom Cavanagh can’t do a convincing Limey accent, perhaps?), but his accent vacillates between French, Irish and Yank. What the hell IS it?

I think it's supposed to be obvious that he's faking the accent. Guess we'll find out over the course of the season.
For the record though: So far this appears to be the worse version of Wells they have depicted so far.
It is the worst version. It’s going to be hard to take for a whole season. On the other hand, we’ve now found something more annoying than Katee Sackhoff’s screeching English accent!

Maybe on HIS Earth, it's the right accent?
Or maybe he's affecting it so he seems more worldly.

I think he is just truly terrible at accents as i can hear at least 5-6 diff ones per episode.
Its actually quite off-putting now, i was hoping he would only be in it for an episode then get the 'proper' wells back!!
He is French-Canadian. I am French and his accent in French sounds French, not French Canadian. The French accent in English sounds fake but its normal, when you speak fluent English it is hard to fake the bad accent of your country men.
