Is this meant to be a sort of parody of the Mr T cartoon series?

It's not necessarily a parody of that one particular show. It's really a parody of all those cheesy Saturday morning cartoons that used to come out in the 1970s and 80s that would either star a famous person or have celebrity guest stars. I don't know how it got started, but for some reason, anyone who was popular eventually got to star in their own cartoon show or guest star in one. For example, Scooby Doo used to have famous comedians guest star, and everyone from the The Jackson Five to The Harlem Globetrotters would get a show.
Robert Smigel was the first guy to make parodies of those shows with TV Funhouse, then everyone from Family Guy to Futurama started jumping on the bandwagon. The Mike Tyson Mysteries is really another show jumping on the "let's-make-fun-of-1970s-and-1980s-celebrity-cartoons" bandwagon but it's not parodying the Mr. T. series specifically, just that type of show.

*beep* yeah, the first thing I thought within seconds was "it's the Mr. T cartoon all over again!!! I didn't think anyone even remembered that!" Then it also became partly Scooby Doo. So it's like Mr. T Scooby Doo with a bit of shrooms, I guess?
