I think it's Howard. Kim probably told him how they caused Chuck to relapse and he's not so happy with Jimmy.

I think it would be obvious if it was Howard. jimmy would know. I do not think that was Howard.

It was probably someone who lived in Albuquerque and recognized him from TV. FBI might have reward for info leading to his arrest?

This. It's just his paranoia but I think they went a little overboard with the cab driver's behavior.

I think it was his paranoia that made him think the cab driver was staring at him. And, his behavior was a little off, maybe the cabbie was worried about him doing something, or robbing him.

I'm pretty sure I recognized the actor but can't place him. Haven't bothered looking at credits yet. It might bug me a bit more.

According to IMDB his name is Don Harvey.

It's not Howard. An actor named "Don Harvey" plays him.

My take on it? He's just some random guy from Albuquerque who recognized Saul and didn't know what to do about it. Just look at his nervous, shifty eyes when Gene tells him "It's a green light". The guy realized it was Saul.

My take on it is that Saul smelled like fresh cinnamon buns from working all day and this pleasing aroma triggered a sweet childhood memory in the cab driver. He remembered how his mother used to bake fresh cinnamon rolls and one day the neighbor came in and shagged the his mother on top of the flour-sprinkled dough, while the young future-cabbie watched in horror from the closet. Later, when the mother served him the freshly baked buns, he noticed the neighbor's butt-prints in one of them. Specifically, the one eaten by his father. He vowed then to sneak into the neighbor's house and murder him. But the next day, when he walked over there, the neighbor had already moved.
Upon sniffing Gene in the cab, his psyche began collapsing unto itself and he was about to murder our lovable fugitive.
Luckily, Gene had the foresight to leave the cab. It is a testament to his instincts of self preservation.

He had an Alburquerque sign, was fixing Saul and he Sault had to tell him it was a green light. Does not happen often when you take a cab in my experience so yes I think he definitely recognize Saul.
