Looks like they took a lot of children's shows from the last 20-30 years and combined all the worst parts of them to make one gigantic mess.

Pretty much. The animation isn't even that bad, but it feels like they just took some script for a abandoned kids movie and threw him into it. Like, I haven't seen Ryan's World, but this seems to have zero connection other than it starring the kid.
