No weep holes in retaining wall

The house in the first episode of the new season has a huge retaining wall in the back, over the putting green. Is it customary in California not to include weep holes in retaining walls? In the East, water from rain & melting snow would build up behind the wall and eventually, the wall would fail.

It basically never rains here...sad truth.

The lack of weep holes isn't because it 'never rains'. Just one rain could build up too much pressure behind the wall. It's more common here to install a perforated pipe surrounded by gravel on the back side of the wall near the elevation of the footing. Water travels laterally from there and out one of the ends of the wall, often tied into the site's drainage system if there is one. Weep holes with a gravel backfill is an acceptable alternate, but typically not done.
