If the one you mean from "Cookie Cutter Christmas" is Genea Charpentier, it certainly looked like her to me, but at the moment she's not listed for "When Calls the Heart" on IMDB. Maybe they will update soon.
As for the year, I think it's supposed to be circa 1910, give or take a few years? Not sure.
Edit: Someone asked Erin Krakow on Twitter if it's the same girl from "Cookie Cutter Christmas" and she confirmed that it is the same actress.
