Title help!

I've been watching a LOT of hallmark cmas movies and saw adverts for other movies for other movies starring actors from When Calls the Heart and I just have to know something. I've never seen an ep of the show so could someone explain the rather confusing title? It reads like an improper sentence and it's always bugged me hearing it. I'm sure it has a meaning and I would love to know what it is so it doesn't keep grating on my nerves. This is not meant as any disrespect; I am just genuinely intrigued by it. Thanks so much!

The title comes directly from the title of the first book in the Canadian West series of books by Janette Oke that were first published in the early 80s.

When Calls the Heart, 1983
When Comes the Spring, 1985
When Breaks the Dawn, 1985
When Hope Springs New, 1986
Beyond the Gathering Storm, 1999
When Tomorrow Comes, 2000

The last two books in the series, the ones published years later, focused more on the children of the main character from the first 4 books and were set a few decades later.

I don't know what they have to say. It makes no difference anyway. Whatever it is, I'm against it.
