Because its what respectable gentleman do, they stand by their word. He could have invested his own money and done the same thing if he'd wanted to.

You learn that Lou is an unhinged scumbag pretty early on. Not sure why this is a surprise. It's hardly his worst offense.

Lou was screwing him over because he could. He knew the guy didn't have a choice if he wanted money. What's not believable is that he stayed. Reliable people get good jobs. People looking for a quick buck don't come to work regularly.
