(SPOILER) WHY DIDN'T THE LAST CRIMINAL....

In the last action scene,

When the gunman exits his car he has the opportunity to shoot Lou. Why doesn't he do it...That whole scene is as tho Lou and the criminal knew themselves.

I say this because Lou approaches- doesn't get shot at.
His partner Ric approaches- gets killed.
The shooter approaches Lou- the gunway walks away
Thank you for your answer

His partner was in the way. Lou was just standing there. He seemed irrelevant. Non-threatening.

By and large, I think it's much less realistic that the police behaved as though he was not there, even when he was hot on their tails during the pursuit.

It's not a movie about what's realistic though. It's about ideas and metaphor. That neither cop nor criminal sees Lou as a threat reveals how insidious his presence is.
