Is it really that simple to accuse and put a man behind bars for murder? They talked about evidence and a blunt trauma to the back of the head. Couldn't that have been the result of her jumping into the sea and hitting a rock? What about the hammer as an evidence? Did they find any blood stains or hair or anything whatsoever that could prove that it was used to hurt Lilya?

It seems all the movie and the writer/director wanted to stress upon was the monstrosity and evilness of the system, the mayor and the church. I want some solid proof. Else I cant believe that the system and the state of things could be so unjust in a first world country like Russia.

The mention of the hammer unequivocally says the case was made up by the mayor's men. There wasn't a need for such a complex plot as a murder, as Nikolay's family didn't present any danger or obstacle to Mayor at that point. But Lilya's suicide offered an opportunity to prevent all possible future problems from Nikolay with minimal efforts - Mayor's men just added few "touches" to the case by getting that hammer from the house (after Nikolay's arrest), using it on the corpse and putting it back.

Answering your first question, how simple it is to accuse anyone, it all depends on who you are and what "friends" you have. It works both ways too, you can have real crimes on you and enjoy freedom if you have a right protection (at least as long as your crimes aren't public knowledge, because once it gets into papers and such, all your high ranked "friends" would immediately cut ties with you). Just like in the movie - simply having a "dirt" on someone and throwing around big names is not enough - initially scared Mayor just made few calls and realized that there is no real power behind Dmitriy and he doesn't have to be afraid of him.

PS: man, I can only imagine where you live if you consider Russia a first world country...
