So the most powerful people in the world were wiped out with fireworks instead of gore

Well, their head were blown to pieces, but I can see why they put fireworks in place of the explosions, as it would earn the movie an X rating.

So my point is that the most powerful people in the world, under Valentine's rule, were killed because of the explosives in their necks - did the world regress to medieval times, or did it improve? After all, people have been wanting to get rid of the rich 1% for a LONG time, so did it actually come to fruition?

That wasn't necessarily the smartest or most powerful people in the world. They still had think along the same lines as Valentine. He wouldn't have bothered with any obvious opponents, assuming they'd get killed in the culling. Any that he tried to get that didn't go along with his plan were imprisoned, but evidently not chipped.
