As said, to protect them from his sim-card plot. He failed to mention the whole exploding head side-effect part. They might not have gone along, knowing about that (just a WAG).
Life is tough, but it's tougher when you're stupid.
It was also a measure to stop people talking and giving the game away, hence Prof Arnold getting his head blown off.

If they have a Chip Implanted for security reasons, why can you just easily remove it from a head again without explosion or something...
