Shopping cancelled show to other channels

Who owns the rights for a certain television show? Is it show's creator who also serves as executive producer and lead writer or studio?

And why, whoever owns the show, never (with few exceptions) shop the show, what got cancelled after full season, to another network, cable or even streaming service?

My own television schedule contains all shows from Network, Cable and Hulu. Season starts June 1st.

Undateable is owned by Warner Brothers/Doozer Productions. Bill Lawrence has said he will be shopping the show around, and he hopes to know something by the and of the week.

(He has done this before with Scrubs and Cougar Town.)

If a show isn't owned by a network, it could be shopped around. The trick is convincing a new network that the old one was wrong in cancelling it.
