Dagin Babi and his crew's placement in The Pit? (mild spoilers, I guess)

If all the occupants are shifted each month between the lower and higher levels, how come Dagin Babi and his crew always came from above? Were they somehow special and were placed on higher levels by The Administration? Or was it just Babi, and he collected people as he went down (which, they had that law for dealing with people who ate too much and so on)? What would happen if he was on level 333?

Or was it just more covenient for the narrative, since it's difficult to go up, and someone might poop on your face?

I was also thinking about that. As the main character has joined a new companion (the female). The female started getting nervous as she learned that babi was above them. Based on her reaction, it seems it could has also been possibly that he spawned below them.

But yeah, it makes it really hard to believe that he actually spawns randomly: A wrong new neighbour, a few floors too low, - with all that bullshit he was doing to others - he would have no chance.
