Its not great. I'm an hour and 14 minutes in. It has no staying power. None of the scenes, dialogue, or plot are interesting enough for a second watch. Too bad too because the design of the killer's costume is decent. Justin Long's Mayor Waters is the most memorable character. But it doesn't save the film.
