Why Turkish and Indian films have such ratings corruption on imdb?

Essentially you can take all the Indian and Trukish movie ratings on imdb and throw them in the garbage. Not that some of the movies aren't good. Some are. But the ratings are not based on that. They are simply a reflection of a bankrupt rating system that is facilitated to a group of... well I don't know what they are. National bias? Paid fake ratings? A lack of exposure to quality cinema? An inability to relate to anything that isn't strictly "local"?

Generally speaking you can take all imdb ratings and trash them given that they are formed by humans who are by and large complete idiots. But the Indian and Turkish films take this retardation to a vulgar extreme.
