Because he probably is.
I noticed that all of the first season that I thought his partner was the better actor. Only two episodes in this year, but neither of them is doing much for me. Hopefully they get some better material to work. How they didn't have them go ape (bleep) after the massive attack on the patrol I don't know.

shareI honestly don't see the hatred for this guy. He was more than adequate for me, especially in season 2. The family stuff in season 1 was dull but they did away with most of it as the show went on.

shareMe neither. Most of these roles have been filled by good actors who happened to look the part. They've all stepped up to the plate, and more. I am particularly impressed by Pascal whom I love in Game of Thrones, but honestly they've all done the story proud. I can't think of a single performer whose work has detracted from the show.
That's the mark of a great show.
Oh, and for the record the guy who played Pablo's father was amazing! Who is that guy?

shareI don't mind his narration. I think it's needed because it would be tiresome watching a show purely in spanish and keeping up with subtitles.
But as for his storylines, he's really useless. He's limited in what he can do because he doesn't know spanish, so there's very few other characters he can interact with.
I like Pascal although I think he was better in Game of Thrones. Really, the best characters for me in Season 2 were the Cali Cartel guys, Judy Moncada, and Berna. Really enjoyed watching them on screen. I think they could have gotten more mileage out of Pancho (you look at that guy and he just oozes charisma - but he hardly did anything this season).
