Every time the characters start to speak about communists its strongly watered down and taken as some sort of joke or ghost stories.

However in real life those communist guerillas were murdering and kidnapping people left and right, trying to overthrow goverments receiving financial support from countries from Warsaw pact. They were the reason drug dealers were all over the place because most of the countries were destabilized and others were ruled by juntas. That was another extreme and not realy good solution.

if it would happen only once I would think ok that character doesn't take them seriously, however this happened a lot during first and second season with different characters.

Do you think writers did it on purpose or it was just badly written?
