In the UK we use the word "cowboy" to describe those in skilled trades (builders, plumbers, carpenters etc) who are either incompetent or cut corners in their work to save time/money.
One might then employ a more expensive & professional tradesperson to remedy the defective work, in which case you can expect to hear the words "hmm, looks like you've had the cowboys in..." before they quote for the repair.
The above comment is correct although i believe in this instance I think Locke was just using cowboys as a turn of phrase. He might also have said "round up the cavalry".
