I think he killed her as well. He wanted to reunite them, and since he couldn't bring back the other child, he did the next "best" thing. But I can't figure out what him leaving the shoe outside meant.

At first I thought he was becoming obsessed, because he had too much time on his hands, and not enough to occupy his mind. And that it'll turn out the wife was cheating. Always one step ahead, those guys.

Yes, very sad indeed. Even without the killing of the daughter, and looking at it just as a man who's lost his mind.
