Is there a need for female characters, namely Jahlah, to have heeled boots? Seems a bit forced that alien species align to human fashion norms. Also very impractical.

Because that is what the costume designers decided on. Maybe it was done for framing reasons, we don't really know and it is trivial at best.

I saw that, too. Dumb. Considering you see Uhura later and her boots are flat heeled.
