What would the Master do with a little boy body? He could use it for a one-time con on the Setrakian-gang but other than that it's a poor choice for a host body.

He probably want to use it to get to Eph, who won't ever kill his stupid son, and then get to Serkarian. He almost fooled them with Palmer.
