Joffrey was more of a psycho, but his actions at least didn't endanger the entire world (you wouldn't want him in control of things when The White Walkers become a real threat and start marching south, though). Joffrey was a bigger dick, but as of the finale, Zack has done more damage to his world than Joffrey ever did to his.
