When the Master took over Sardu's body, it took some time for him to regain his powers because the body needed to be changed.
When the Master took over Bolivar's, he quickly regained his powers because the body was already changed.
Now with Palmer, he has super-speed, strength and a stinger in just a matter of hours???
He is the master. Presumably he changes his host at an astonishing rate. Having said that, he was nowhere near full strength as evidenced both by his own statements and by Quinlan defeating him with ease.

I think they just rushed this because in the books, Bolivar remained until the very end.
Palmer's body had some "white" in him so maybe that help the Master do his thing faster.
