When hunting the munchers, nobody uses silencers. Thus, when they shoot one, they always alert the others. Why aren't they using silencers? Why aren't they using grenades to blow the munchers apart? I just started season 3 so I'm referring to everything up till then. Maybe the police get smarter later on I don't know.

You do know that silencers do no work that way right? I mean they turn defeaning noise into a more tolerable noise but they do not make guns truly silent.
And if you use grenades you risk splashing everyone with worms... all it takes is one worm to change a man....
In fairness, OP is asking "why don't they use 'entertainment grade' suppressors" which emit a small "pffft" with each shot.
Remember, human mistakes are important to allowing the monsters to take over.
For example, not deploying enough UV lamps around sensitive sites.
Real-life suppressors may have helped a bit, but would still have alerted the strigoi.
I've shot a few firearms with silencers. With standard velocity ammo, a Ruger pistol I tried out in Nevada sounded barely louder than the action of the weapon itself.
