1 & 2 got 13. Not that i care too much cause this is a mediocre series. Although it did get better as the seasons went on. It's not like this is regular cable shows where it goes from 22 to 13 to 10. What about S4?

they decided on 10 eps to cut down on fillers and make it more fast paced and it worked for this season imo it made a lot more enjoyable.Also season 4 will have 10 eps.
shareThe deal was for the remaining seasons after Season 2 to get 10 episodes each (if there was going to be a Season 5 like they talked about, it would have been 10 as well). Season 4 will be 10 episodes.
As for WHY, probably either just a cut in the overall budget and/or this is just the deal that the showrunners/executive producers worked out with the production company and network. It may have been very amicable, nothing contested -- maybe 10 eps per season was all they felt they needed.
Beecause tje crappy writers do not have anything to write about.
This show would have been great at 8 episodes per season, for a mini-series of 32 X 45 minute episodes of action-packed fun.
The writers on this show do not know how to fill up time with fun and adventure. They just slow it down with people interacting about their sadness, negative memories, etc. It is really depressing writing.
