Preference and mood can account for some of it. Mostly it's what you're wearing over them. You're not going to stuff a pair of loose boxers inside tight pants if you want to look good. Boxer briefs or straight up briefs, or commando, in that case.
What is this in reference to? Kay? I remember boxer briefs. Believe me, I remember the boxer briefs. But I've visually studied every inch of that man. I don't remember loose boxers. Could be I was too distracted by something else at the time though.
