All the cops had to do was keep a record of those going through the road blocks. They could have reviewed them later and that would have tied Toby to the last heist - he wouldn't have had an alibi for being so far from home.

I agree, but the thing is why didn't the cops get questioned shown tobys picture, surely there wouldn't have been that many people going through the road block's.
It would have put Toby in the area, it wouldn't have been enough evidence to put him on trial but enough to warrant a search and an arrest for questioning.
