All the cops had to do was keep a record of those going through the road blocks. They could have reviewed them later and that would have tied Toby to the last heist - he wouldn't have had an alibi for being so far from home.

I checked your page there's definitely two but anyways i agree with you.

But what i said before is all it would have taken was for then to show his picture, surely there wouldn't have been that many people going through. It would have put him in the area giving them enough to arrest him and question him.

Yeah I've had that happen to me several times.

Maybe it's a small town cop thing not enough resources or proper training.

Or a matter of Toby needed to get away with it so the confrontation could happen.
