What was the significance of the missing part of the lower arm, by the woman holding the baby at the end?

That the camp has it good enough to include the ones with disabilities.

"Need" is just a fiction. As is "should", "must", "value" and "importance".

that shot, along with the fact that there's a female guard with a gun, tells us something about the community

I assumed the shot of the woman with one arm was meant to show that whatever disaster caused the drop in population was something to do with birth defects.

It could show that if you steal whilst being a member you get your arm chopped off.
