Is The Emperor really The Midi-Chlorian Count?

Has he been hiding out in the outer rim gathering up force sensitive creatures and extracting midi-chlorians from their blood in order to create a force version of EPO?

Would this make him and his army of midi-chlorian EPO clones unstoppable THIS TIME?
