It wasn't a successful character. Either the dialogue the actor was given was badly conceived or her interpretation wasn't good - maybe both.
Luke was given a lot of time - more would have been fine too. I don't think he was robbed of exposure really.
There's a lot of pressure to accommodate female characters in these movies, regardless of the quality of the result. So time spent on what the women are achieving, the authority they wield or the independence they express needs to be significant for those reasons based on the objectives of the producers. Add to this an apparent need to focus on cultural diversity and it feels forced to include "different characters".
I can think of talented drama people from a range of cultural backgrounds from the past - they exist, but they're not necessarily hired - if you fit the Disney image you are it seems.
