What was the significance of that picture we see of the Goat with 7 horns and 7 eyes?

Was it meant to represent Toby's true demon form or something? Toby didn't look like that in the movie though...

It'd make sense, right? because Toby's footprints have 3 toes as seen in Paranormal Activity, so he could resemble something like a goat with a bipedal human-esque form with 7 eyes and horns, it sounds creepy but they didn't reveal Toby as the Goat, just a CGI mess with a human face and sharp teeth, nothing creative.
