Cars crashing into other cars with plenty of notice

One thing that irks me is the random 'car out of nowhere' crashing into the scene. An 18-wheeler carrying a large metal cargo container jack-knifes, turns sideways and flips the container over the action. The container lands of one side of the action, the truck on the other. Brian survives, there are cop cars everywhere, but then out of nowhere an expensive sedan model car and another come crashing into him for added stress.

WTF? There are what seemed like ten seconds that passed after the truck came to a stand still. How can you not see what just happened in front of you? How can you decide just to keep driving at full speed into a cop car? The container was in the way. How could you swerve around the container, and still plow into someone?
