How did he know that was there, and that the front door would be unlocked? Was it a CIA safe house of some type? Either currently or in the past? Seems odd he would go through the trouble to lure the owners of the house away just to dig down into the sewers planning for a day of required escape that might never come.

I'm sure you would have ninja chopped his way through the plexiglass if it had been there. Or maybe he would have had a thumbnail size piece of explosive to blast through.
