Not necessarily a hold up. Netflix apparently just wants it to attract people to its service for now.

I expect season 1 to hit home media formats after season 2 is uploaded to Netflix. A lot of Netflix shows do this. It is a way to attract a wider audience... Person, who may not yet have Netflix, sees DVD/BR on the shelf, sees it is a Netflix original, goes home to research more, finds out there is another season only available on Netflix...boom...becomes a new netflix customer.
