It depends on the reasoning. If you want to select a female spy to seduce a high ranking male official, then you can't choose a man for the job unless the said male official is gay.
There are criteria come with the job, is being black a disadvantage? If the time setting is 50s and 60s, mind you double O bureau was a WW2 institute, then being black could be a problem, because there are limited covers you can use, a black person attending to a high society party is going to get noticed. Also at the time racism could prevent such promotion.
But if the time setting is more recent, then of course that is less a problem.
