With his boyish "Aw shucks!" mannerisms and his slow drawling way of speaking plus the way he selfishly pressured Eilish into sex and marriage made him seem a little like he was a sandwich short of a picnic.

He is a working guy, neither overly slow nor overly bright. Probably has an IQ of around 100 which is by definition average intelligence. He is a sweet, caring guy which can lead some to believe he is "slow".

He was just a regular Joe, unsophisticated and uneducated. He was bright enough to learn a trade (plumbing) and was a good guy (although I do agree that he was overly pushy about marriage).
I don't think he was clinically "slow", he was just a product of a modest environment.
I watched the movie with my wife the other day and she said that she could see Tony as being my dad -- who was also a sweet, unassuming nice Italian boy from Brooklyn.
