So makeup isn't contraband anymore?

Remember back in the early seasons when makeup was considered contraband? Everyone was getting creative trying to achieve their winged eyeliners and red lips. Now suddenly everyone seem to have their own little bag of makeup that they are in no way hiding. People even have nailpolish now? What's up with that? Sure, it's a small detail, but the inconsistency is still annoying to me. I have a hard time thinking they'd be getting more lax with some rules, when the CO's are more intense than ever about every other rule.

Not all makeup was considered contraband as seen when Sophia was complaining that the commissary never has her shade of foundation in stock and when it came in Piper got it for her.
