Saw the trailer on the front page of IMDB and thought it might be about actual fictional Bird People like the Bird Person they had on Rick and Morty or like Harvey Birdman, but no instead it's just some artsy foreign film.

lol, it's not a superhero movie, and there's no evil cat man, but the lead actress does turn into a bird for a while, and a cat (an owl too) does chase her at one point. The shapeshift comes from out of the blue, so it's quite a surprise.
I just came back from seeing it at TiFF, so it's fresh on my mind.
