It was a little unclear whether the police chief's daughter was taken by Joe Coughlin (well actually not him as he kept saying "not by me" but by some of his men / he ordered it) or she just happened to get into that situation and they found her?

She just happened to get into that situation and they found her. Joe decided to use her predicament as a bargaining chip so Irv will give up RD

I thought she might finnally ended doing prostitution or maybe porn and Joe found out and asked for some pics un case he would need them to bribe her father
