Kilgrave's command would have still been in effect after he left, and it's unlikely in a police station that everyone's phone goes a whole 12 hours without ringing. Scary thought.

For the record, Jessica Jones is the first TV show I've ever watched that made me question whether a bunch of police officers ate their telephones.
