Was that Benji who says we used to be married upon meeting Frances on the street as he is walking with a girlfriend to a house party?

It was Benji, and it was more a light-hearted joke because, remember,
earlier in the film when Frances was living with them Benji mentions that Lev
believed that Benji and Frances were going to get married. Frances makes
the comment about how "yeah, we do kinda seem like an old married couple."
Benji obviously was sweet on Frances, but Frances was a bit too dim and
self-absorbed/immature to realize at the time what was right there in front of
her.
In the end of the film i think you can imply that Frances was finally at
a level where she was ready to find someone and settle down, and Benji
was there.
"You have offended my family, and you have offended the Shaolin Temple..."
